John Kapinos is the Strategic Planner for the Fairfax County (VA) Police Department since December 2005. Mr. Kapinos previously served for twenty-five years as an officer with the Montgomery County, Maryland Police Department, where he held various supervisory and management positions. John holds a Bachelors Degree in Criminal Justice from the University of Maryland, and has achieved professional certification as a Certified Public Manager through George Washington University. John is also a member of IALEP, the Police Executive Research Forum, The Law Enforcement Planning and Research Directors Forum and the International Association of Chiefs of Police.
