Julie holds an honours bachelor’s degree from York University (double major Law & Society/Philosophy), and a master’s degree in criminology from the University of Toronto.
Since 1990, Julie has worked as a researcher, project manager, analyst, and advisor to OPP senior and executive command staff on strategic issues and initiatives relevant to policing.
In addition, Julie has enjoyed secondment/ team opportunities to facilitate organizational restructuring, establish civilian functions within operations, manage contentious issues, and oversee policy development and planning/research processes.
Prior to employment with the OPP, Julie conducted research as a consultant to the Ontario Board of Parole.
Julie has been a member of the Society of Police Futurists International (PFI) since 2002, and a member of the International Association of Law Enforcement Planners (IALEP) since 1995.
