Alan Beckley LL.B LL.M CMC MIMgt LicIPD MISM has served for 28 years
in the police service, and is the head of Management Development
Training in West Mercia Constabulary with the rank of Chief Inspector.
He is married with two children. He has had many articles on policing
and legal subjects published and has written a book on the personal
liability of police officers following major and critical incidents;
'Operational Policing: Liabilities and Entitlements'.
In 1990 he attended the FBI National Academy successfully completing
the 160th Session including the Police Futurists module. In 1999
he was appointed, as the international member, to the management
board of the influential Society of Police Futurists International
which comprises of the original members of attendees and directing
staff of the course. He has also been involved with several UK organisations
linked to environmental scanning and futures research. He is a corporate
member of the Strategic Planning Society.
Alan is a Research Fellow at University College Worcester, a Visiting
Fellow at Staffordshire University Business School and a visiting
lecturer at several academic and police training establishments.
He is the Editor-in-Chief of a quarterly management journal for
police officers entitled Police Research & Management and a
contributing author to several other police trade magazines and
newspapers.
As an OFSTED (Office for Standards in Education) Lay Inspector,
he assesses the effectiveness of teaching and provision of educational
services in schools in England and Wales. He is an Internal Verifier
and Vocational Assessor for National Vocational Qualifications and
has been involved in many management training courses in Operational
and Strategic Management in police, public sector and private sector
organisations. He is a 'Bramshill Assessor' for assessing candidates
on promotion and appointment assessment centres and is a qualified
Assessor for Business Excellence Model and the West Midlands Local
Government scheme for Business Excellence Model and Best Value.
Alan is a Certified Management Consultant (CMC) and sits on the
Professional Board of the Institute of Management Consultancy. He
is appointed as an Assessor for the CMC award and an Auditor of
training for Certified Management Consultancy Practices. He was
recently appointed as the Assistant Moderator for the CMC qualification.
As a management consultant he has completed
many change management programmes as an internal consultant and
several contracts as an external consultant, particularly in the
field of education.
He is a Licentiate member of the Institute of Personnel and Development
and is the Treasurer for the Prince's Trust - Action (charity) in
Herefordshire and Worcestershire.
During his Masters Degree dissertation in Law, in
1997, he examined legal aspects of personal liability of police
officers following major or critical incidents and areas of the
European Convention on Human Rights that would impact upon policing
in the UK. He is currently working with an Association of Chief
Police Officers (ACPO) working party on the implications of the
Human Rights Act 1998 upon policing practices, policies and procedures.
In 1999 he obtained the
Certificate in Professional Policing (Ethics) from the University
of Teesside. He is currently working on a second Masters Degree
in Education at University College Worcester. |
