Alicia Powers began her law enforcement career in September 1971,
joining the Long Beach Police Department as a “policewoman.” Alicia
evolved over the years along with the role of women in law enforcement,
transitioning to “police officer” and achieving promotions
to sergeant and lieutenant along the way. As an officer, she worked
diverse assignments in Long Beach, including Intelligence, Narcotics,
Juvenile, Helicopter Observer, Special Events Coordinator, Crossing
Guard Supervisor as well as Patrol and a number of specialty duties.
In 1984, she supervised a team providing security at one of the
Olympic venues in Long Beach. She served almost all of her six
years as a sergeant and lieutenant in Patrol. She was also the
Field Training Lieutenant on her shift. In 1989, Alicia accepted
a position as Captain with the San Clemente Police Department,
serving as Operations Commander in charge of patrol and investigations.
In February 1993, Alicia was selected as the Chief of Police for
the Hercules, California, Police Department, where she served until
retiring in 1996. She then accepted a position as a Senior Law
Enforcement Consultant with the California Commission on Peace
Officer Standards and Training (POST), serving three years in Training
Delivery where she was a field representative to agencies in Los
Angeles County, did training certifications, compliance inspections
and Basic Course Certification Reviews. Alicia was the Program Manager for the prestigious California Law Enforcement
Command College program from 1999 to her final retirement in 2004. She also coordinated training for law enforcement
executives throughout the state, and volunteered for the Security
Enforcement Team during the 1996 Atlanta Olympics. More recently
she volunteered for the AT&T ProAm Golf Tournament in Pebble Beach.
Alicia holds a Bachelor’s degree in Criminal Justice and
has completed her course work for a Master’s in Community/Clinical
Psychology. She has a Lifetime Community College Vocational teaching
credential and has taught in the Basic Academy, Supervisory Course,
and various advanced training courses as well as the Command College.
She is a graduate of Command College Class 13. Alicia competed
for many years in the California Police Olympics and was on the
Board of Directors for the Contra Costa Police Athletic Association,
which hosted the Summer Games in 1998. |
