Over one hundred PFI members and guests from the United States,
Germany, Canada and Turkey met in Baltimore, Maryland at the Maritime
Institute of Technology to examine the future of Police Leadership
in the 21st Century.
Sunday evening began with a reception hosted by Westinghouse Electric
Corporation. Monday morning the Keynote Address was given by Attorney
General Joseph Curran, State of Maryland, on the topic of the "Future
of Large Cities Relative to Crime and Violence."
The first days' focus was on Social Forces. The Day Chairman was
Dr. Gary Cordner of Eastern Kentucky University. The panels looked
at: Workforce and Cultural Diversity; Modern Problems Facing Police;
Evolving Strategies of Policing; and Youth Activities Programs.
The second day's topic was Information, Technology & Organizational
Change and Dr. Robert Taylor, University of Texas at Tyler was the
Day 2 Chairman. "People and Policing" was the topic highlighted
for the third day led by Day 3 Chairman, Dr. Allen Sapp, Central
Missouri State University. Dr. William Tafoya, PFI Founder, closed
the Symposium with a speech entitled "Luddite or Luminary?: Police
Leadership in the 21st Century." |

Credit and thanks for the production of this Symposium goes first
to Dan Arkenau, Chairman of the Symposium Committee whose Herculean
efforts made this event a success. Others who provided assistance
and deserve thanks include Tom Bauer from the Delphi Police Department,
Cincinnati, Ohio who assisted Dan. Special thanks also to Edgar
Koch and all of the members of the Anne Arundel County Police who
